Riffraff, punks, hoodlums, street urchins. Сollective noun used to describe a group of rowdy teenagers, petty street criminals, or troublesome youths who hang around neighborhoods causing minor trouble (вся местная шпана собирается за гаражами — “all the local punks gather behind the garages”).
