Lips, litterally “the whistle”. Usually female lips that are being “painted” (накрасить свисток).

She dyed her hair a straw blonde, heavily outlined her eyebrows, and painted her lips bright red. However, she forgot to smooth out the wrinkles on her face. An old folly, she seems to have lost her mind.
