Cop, policeman. This pun mirrors the change of name of the police in Russia in 2011 (from милиция to полиция) and jokingly applies it to the slang word мент.

On this picture there are five armed persons at once: the security guy at the bank entrance, two federal cops, two city cops. If they were not there a tourist would get robbed within a minute.
