Foreign, overseas, from beyond the hills, Western. Historically and literally, it means “from beyond the hills”, it is a slightly ironic, or informal descriptor for anything originating from foreign countries—most specifically from the West, Europe, or the USA (забугорная техника — “foreign equipment”). It can also be used as a noun in the form забугорье to mean “the West” or “foreign lands”.
Во вторых много людей работает на забугорные компании и производят что то полезное исключительно за бугор, и стране от этих людей как то толку ноль.
Secondly many people work for foreign companies and produce something useful exclusively abroad, and the benefit for the country from these people is nil.
