In everyday street slang, it has two primary meanings: first, its literal, crude definition referring to someone who masturbates; second, and far more frequently, a highly derogatory term for an incompetent, indecisive, or lazy person who wastes time, fusses over trivial matters, or fails to get things done (хватит нанимать этих дрочильщиков — “stop hiring these fucking slackers”).
