Cheap-ass, low-rent, tacky, budget, knock-off. Derived from the highly popular youth and slang root дешман (an expressive, slightly distorted variation of дешёвый — cheap). In everyday slang, it is a common adjective used to describe something that is not just inexpensive, but noticeably low-quality, flimsy, or looking visually tacky and “cheap” (он купил какие-то дешманские кроссовки, они порвались через неделю — “he bought some cheap-ass trainers, they fell apart in a week”).

Today on twitter a “cheap” 20 -grand-parka was derided. I look at mine, that a tailor I know made for me for 4 grand. I’ll go and weep.
